PMEAC – Project Monitoring and Evaluation Cell

Pmec work as a unit of CSIR. It works to handle all the projects and developments within its scope and jurisdiction covering all the industries like mining and related industries. Due to the vast and complex nature of mining and its related areas, the work of pmeac is very difficult.

This cell keeps all these projects and related information updated so that whenever even the smallest information related to any particular project is needed, it can be immediately available.  Keeping this in mind, a computer data bank of mining and related projects has been prepared.  Which is updated from time to time, whatever new information or research happens is updated immediately by the cell.

PMEAC acts as a bridge between various agencies involved in mining and related projects, leaders and related research, and on the other hand, it acts as a facilitator between various administrative units including scientists, accounts and directors.  Works in.  PMEAC also plays a major role in coordination between the headquarters and other major research organizations including the University.

It also serves as a central control system for effective planning, monitoring, evaluation and budgeting of R&D projects.  Most of the institutional, strategic, meetings, formulation of research projects, setting institutional goals and roadmaps are facilitated by the PMEAC unit.  Apart from preparing mineral planning, it also works as a bridge between financial management and international cooperative programs.  The PMEAC unit serves as the central repository of project documents as well as progress reports, fund receipt and utilization reports as well as project completion reports.

It prepares CSIR-CIMP as a key player in formulating the project as per the financial specifications of CSIR through a transparent consultation process between the CSIR-CIMP scientists and other interested suitable network project partners.

The staff engaged in PME have substantial experience in the planning and management of institute’s R&D activities.

PMEAC major activities : –

  • Management of research and development projects.
  • Review of project performance and allocate financial resources to projects.
  • Maintaining important databases on projects, external cash flow and international collaborations.
  • Implementation R&D Module on ERP portal.
  • Interaction with various departments of Govt. of India.
  • Matters pertaining to formulation, approvals, co-ordination of inter-laboratory projects and co-ordination of technical services of the institution.
  • Assistance in audit of R&D projects.
  • Coordination under the Agro-Nutri-Biotech theme of CSIR.
  • Administration and management of the affairs and environs related to the project since start of the project till completion.
  • Manage timely inflow of budgetary resources required for project execution.
  • Assistance in preparing utilization certificates (UC/SEs).
  • Project related assistance in Public Financial Management System (PFMS).
